Dave,
In my  opinion, since he cannot receive more than 100% of his contracted salary and since this is a research sabbatical, he should be paid 25% from the agency and 75% from the university.  The 1/12th remaining in the grant budget can be used at a later date, perhaps during a no cost extension period, as summer salary to write his final report or refunded (non-billed as the case may be) to the agency.

Let me clarify a little – the professor who is going on sabbatical will take that sabbatical in house in order to devote his full time to this research project.  Our university pays 75% of normal academic year salary for sabbaticals.  My question is how to handle the fact that he also has this 1/3 release time built into the budget and how we should handle that in conjunction with his university funding.  He would like me to say that the 1/3 AY funds can be in addition to his 75% salary during sabbatical.  Is that the way to handle this?

Greetings all - I could use some help in how to handle the following
situation.  We have federal (DOE) funding for a particular faculty member
who has 2/9th summer salary and 1/3 academic year release time built into
the budget.  He has been called up by the National Guard for summer duty and
will not be here to conduct the research.  And, he has applied for
sabbatical for next academic year (the university policy is for 75% of
salary to be paid while on sabbatical).

How do we handle his grant funds for the summer and academic year given the
situation described above?
