What is the nature of the other pay? If it is a one-time bonus or incentive, it does not need to be included in effort reporting because it is not considered base pay. You can’t anticipate it or include it as base pay in proposals. If the pay represents an administrative supplement for university work (ie. department head or unit director compensation), the extra pay is considered base pay, must be included as base pay in proposals and must be included in effort reporting. Effort may never exceed 100% but all pay for university contractual activity must be included in the 100%.

Subject: [RESADM-L] Time & Effort reporting

Good afternoon,

We're currently struggling with situations where, by policy, faculty & staff are allowed to receive additional pay for certain activities.  If they work on a sponsored program, their effort gets out of whack, since 100% is a 100%...

How have those who allow additional pay modified your effort reporting systems?

Thanks for any information you have!
