The start date makes sense, but what is your institution doing from a post award perspective? Are you notifying the post award area prior to receiving a fully executed agreement so that they can start tracking costs and effort in an attempt to avoid cost transfers?

Subawards under federal grants may have the same start date as the prime grant, so you shouldn't have any trouble with auditors even if it is signed after that date.  The prime grant is effective on the date that it is issued. The subawardee would have been listed in the proposal, so the sponsor already has approved the subaward by issuing the grant.  I also am comfortable issuing or accepting subagreements under Cooperative Agreements with the same start date as the prime agreement.

I'd appreciate some help on this too.  Our situation is that we are the sub-recipient on a Cooperative Agreement, and the primary agency does not send us agreements for execution until several months past the start date.

Has anyone experience a reoccurring problem, with subcontracts still being in the lengthy review and signature process after the period of performance has already commenced?  As the issuing institution, our review/signature process is quite lengthy in itself.  Recently, several situations have arisen whereby once the subcontractor has signed and returns the subcontract for our internal processing, by the time it reaches our internal executives for signature; the subcontract start date has already passed. This raises a "red flag" for our auditors. In short, if this or similar situations arise at your institutions, how are they handled?
