The only pay I believe the faculty member may receive is compensation for any courses he would possibly teach during the summer.  As far as I know, he’s not getting “released” from any summer courses in order to work on the project.  It seems as though it would only be allowable to cost share salary if the institution were in fact paying summer salary or agreed to pay him for his time on the project.

I agree.  We have an NSF grant where the PI cost shares a portion of his salary during the summer.  It is certified just like the regular 9 month effort reports are.

Should be allowable, if university is paying PI's summer salary and PI is working on project. Look at A-110 section .23. Think it would be regular time and effort certification, but I'm not post award ...

I am currently reviewing a proposed budget just brought to our office.  It includes a split-fund request of support for work (mainly to be done in the summer, with a few hours also during the subsequent spring academic semester).  It requests salary support, yet also includes summer cost share salary as well.

Can one cost share time and effort during the summer months (which is beyond their 9-month contract)?  In what circumstances is it allowable, how is it certified?

This project is due tomorrow.  Your help would be greatly appreciated!
