Eleanor...this differs not only by sponsor but by program. The information is listed in the guidelines - generally under eligibility -  but I've also seen it buried in the award terms and conditions. It may also depend on the role this person is playing in the project...e.g. PI vs graduate student or postdoc.
Another distinction that comes into play is whether the award goes to the non-resident or is a subaward. In my experience, most of the time the PI needs to be a US citizen.
