It has been my experience that SBIR/STTR awards are pretty much always cost reimbursable.

Subject: [RESADM-L] more SBIR

Does anyone out there know the answer to this?

When NSF issues a SBIR Phase One to a small business, what are the terms?  Is it a cost reimbursement set up or fixed cost?
