A resubmission is a renewal only if submitted on SF 21209-X-4, and then only if the renewal prior to it has been accepted. If, on the other hand, the renewal had been rejected under PL 132-45 (C)(2)(a)(iii).164g, then the resubmission would have to be rebutted by a resubmission. But in that case it would have to be coded "Revision", unless it was originally submitted under the old PHS 398. However, there are rumors that they may change all this and revert back to ASPR.

We'll see.
