I have not yet, but am submitting for the
Wednesday deadline.
The emails from Grants.gov only indicate that your submission
passed G.G rules. G.G does not (and cannot) check for compliance with
USDA NRI rules. If your .pdf document did indeed have 19 pages, then NRI
was right to reject it. G.G, however, had no cause or responsibility in
doing so.
Look on the bright side (assuming your deadline is 1/17)
… you have several days to fix the file and resubmit!

Has anyone had a USDA NRI submission through Grants.gov rejected?
I submitted a USDA NRI proposal through Grants.gov on December 14. I
received all the emails saying it passed successfully through the system. Yesterday,
January 10, I received notice from USDA that the proposal would not be reviewed
because the pdf attachment of the narrative was misnumbered which caused it to
have 19 pages instead of 18. The first page had no number.
