I have a PI who is submitting an NSF proposal and
is trying to decide whether or not to include "Reviewers not to include" in the
Suggested Reviewers section. She is concerned that three potential reviewers
might not give her proposal a fair review due to past conflicts that had nothing
to do with her science.
What are your thoughts on determining whether or
not to list reviewers not to include? Does it reflect negatively on a PI who
lists too many? Are some reasons for excluding a reviewer (i.e., competing
theories, conflicts) deemed more appropriate than others?
Any advice would be appreciated.
