Has anyone had experience in getting a license or waiver from ITAR so that foreign nationals can work on a grant?  Any advice would be appreciated.

I have no idea.  We have never tried it and we thus also don't know how it works.  We do know that it's a lengthy process.

Dear Mei,

 

We need your help in figuring out what this means.  I believe they are telling us to get a license/approval from the State Department if we want to have foreign nationals work on the project.  We wouldn't do that since we don't have the legal staff to help us put such an application together.  The only way we can do the project is by hiring U.S. citizens only, and we'll try to do that.  However, before we proceed I need more information about why the DoD decided this project is ITAR controlled.  Can you, with the help of Carl and possibly Patricia at DoD, figure out and let us know where on the Munitions List the technologies we're working with are covered.  Fuel Cells are not covered, except if used for under-water verhicles.  Trent was thinking that the explosive devices may be covered. 

 

Please let us know what you find out.
