Yes, because their VA salary is considered “federal” pay and they can’t use that info to compute their base salary on a federally funded grant.

Susan, I'm sure you've already read this:
Individuals with joint university and V.A. appointments may request the universitys share of their salary in proportion to the effort devoted to the research project. The individuals salary with the university determines the base for computing that request. Signature by the institutional official on the application certifies that: (1) the individual is applying as part of a joint appointment specified by a formal Memorandum of Understanding between the university and the V.A.; and (2) there is no possibility of dual compensation for the same work, or of an actual or apparent conflict of interest regarding such work. Additional information may be requested by the awarding components.
It sounds to me from the above that they only want you to figure in the university side of things when you're calculating the effort. That is just my interpretation, anyone else?

How are you calculating person months for faculty with joint appointments with
the VA?
e.g., a person spending 25% of their University time on a grant---would this
still be figured as 3 person months?
The faculty member is 5/8 VA and 7/8 University for a total of 12/8 or 1.5
total professional effort.
