Only AORs submit.  In order for an AOR to do that, his/her info must be in the AOR section of the SF424.

The AOR submission process has 2 steps...button pushes...not sure what you mean by "certify".

We have multiple AORs...but given that it is really very fast...we could do it with only one.

We submitted our first NIH Grants.gov today. In our office the Development Specialist has the authority to submit and then our AO goes in and certifies, as in the case for NSF proposals. The Development Specialist submitted the NIH, and her name appeared on the AO line of the Cover Sheet.
 
How are you handling multiple applications due on the same day? Do you have more than one AO submitting?
