The absence of a strict prohibition against primary mentors from other
than the grantee institution constitutes the wiggle room. But as I
said, the formula defining excellent career development will take on some
extra variables when you insert geographical distance. If you can
confront and dispel those obstacles, and the other parts of the equation
are very strong (e.g. identical primary research interests, existing
relationship, mutual benefit, etc), the candidate would be nuts to go
with a less optimal mentor down the hall.
