At my old instsitution we went as low as 1% but never 0%. We actually were awarded those grants, too. Circumstances being a little bit of effort for 5 different experts in the field.

Do any institutions have policies they would like to share regarding minimum effort by PIs on externally sponsored projects? Conversely, do institutions allow PIs to submit proposals that show 0 effort on their part? If so, under what conditions?
