I agree with Jeanne (nice job, Jeanne). If the individual has no interest in becoming a member, pay the full cost even if the attendance fee is higher than that which might be charged if s/he were. Assuming the expense has been budgeted for in the proposal, the costs are allowable and allocable.

You cite departmental administration, but in section J. 33. it clearly states that memberships are allowable as a direct cost.  Also, from what you say below, if the research MUST attend this meeting, but has no interest in being a permanent member (it could happen, I suppose), then you are only obligated to send to the meeting.  If the funder says to include the cost in the budget, then I say, okay!

Dear Research Administrators:

 

I have a question for you …

 

Per OMB Circular A-21, F.6.b.,

 

(3) Items such as office supplies, postage, local telephone costs, and memberships shall normally be treated as F&A costs.

 

We have a researcher that must attend an annual professional meeting as part of the scope of work of the project.  He is currently not a member of the society, but if he becomes a member, the registration costs are much less.  How does your university handle such a situation ?  Do you allow the membership cost to the professional organization for the PI to be charged to the Federal grant in this case ?
