My understanding is that you can have dual assignment, that is have two (or more) institutions consider your proposal for funding, but not dual funding. I do not believe that this is limited to new investigators, but I could be wrong there. In your cover letter state that you want to be assigned to multiple ICs (and don't forget the IRGs). The advantage to this is that if you are scored well, but one institute doesn't have the funds to support you, another one might (some ICs are better funded than are others). You won't receive funding from two institutes (unless one funds part and another funds another part). It is a major error to submit two identical proposals.

I had a senior faculty and long-time PI tell me that a Beginning Investigator was allowed to double submit a proposal to NIH, providing that s/he disclosed this fact in the current/pending support documentation.  He was adamant that this is part of the flexibility given to Beginning Investigators to encourage them to submit.  I can’t seem to find this in the NIH GPS, so I’m not sure if it’s a policy, a practice, or a misunderstanding.

 

Has anyone else heard of this?
