Consortium direct and F&A are both a direct cost to the main applicant. Your institution should apply your indirect cost rate to the first 25K of a subcontract regardless of whether it is direct or F&A cost.
I penned this explanation for our ERA programmers:
The only thing different about subcontractor IDC is that
1) it does not influence the calculation of NIH modules,
2) it does not count against the direct cost maximum for an NIH program and
3) NIH wants us to leave it out of the direct cost total we show on the face page for these purposes;
however, it is still part of the MTDC base when calculating indirect costs (< 25K) and still part of the total direct costs for a proposal.

Folks,
While we are on the topic of NIH grants with Consortium F&A, I have a question that I have not been able to find an answer for...
Our indirect cost base includes the first $25K of any subcontract. Would our institution still be able to charge indirect costs on the consortium F&A included in the first $25K? I can't find where NIH guidelines state they will not pay indirect costs on consortium F&A.
