From a seminar given here by Greenwood Consulting Group, the company
doesn not have to be in place to submit a successful proposal. I'm
not sure exactly what that means, but maybe you can find the company
after SBIR approves the proposal.
Regarding the idea of the university starting a company, my notes also
say that the company must be "for profit" and cannot be a
"for profit" subsidiary of a
"not-for-profit".
