I don't know the complete legislative history on this, but it sounds like the intent of the original Stevens Amendment has been picked up in subsequent appropriations language (and remains applicable at least for programs funded by those bills that include the language -- all?).  I see the specific requirement in some subawards (which from the UC analysis sounds like it may be unnecessary), but like another message poster, haven't necessarily seen resulting acknowledgements in the prescribed format in the listed types of communications about general federally-grant-funded projects. 

So I now wonder if all the federal appropriations bills include the requirement?  If so, do the agency grant provisions incorporate them by reference if not in separate terms?  Do subawards under these federal grants need to flow-down the requirement?

We held a PT3 grant from U.S. Dept of Education during the period 1999-2003, and this requirement was in effect during that period.

Actually, there is no indication of whether or not it is still in effect. It was included in the 1989 Department of Defense Appropriations Act. When that act is superseded, do all the provisions of the earlier act die?

honest, I can't ever remember reading an acknowledgement in a
publication that indicated amount and percentage of federal funding.  I
don't recall seeing anything other than a statement that the research
was supported by federal grant and a listing of the federal agency and
grant number
