Mary, could it be Online Representations and Certifications Application?

ORCA is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications (Reps and Certs) process.

There is a European Dental organization, a hypnotherapy school, a rural development org. in Texas, some housing in Canada ... I did a google search. The above looked the most reasonable ...
