These payments are for specific responsibilities in the 100% effort.  Therefore, the payments are part of base salary -- see A-21.  The word "stipend" here means a periodic payment (dict. def), and not a fellowship, i.e., non-wage payment.

I have a question on what others are including in their definition of Institutional Base Salary.
 
In reviewing our Faculty Effort Certification policy the question came up about whether or not to include Administrative Duties Stipends in the IBS.  The  ADS represents additional salary paid to faculty who assume administrative duties such as department chairs.
 
Does your institution include or exclude this part of a faculty members salary form the Institutional Base Salary for proposal and effort calculations?
 
If you include it, what is your reasoning?
 
If you exclude it, what is your reasoning?
