These payments are for specific responsibilities in the 100%
effort. Therefore, the payments are part of base salary -- see
A-21. The word "stipend" here means a periodic payment
(dict. def), and not a fellowship, i.e., non-wage payment.

Administrative Duties Stipends in the IBS. The ADS represents
