I suspect that this question has lead to another case of responses from the membership not being exactly parallel.  Thanks, Chuck for the reminder that our mission is service.
 
At Radford University, our submission process is almost completely centralized.  Our deans have said that proposals are to START routing for internal review at least 2 weeks before they must be sent.
 
This means that PIs should have worked with our office prior to that as we are the ones that often help them create budgets, enter budgets into specific formats and we enter the data that creates an internal routing sheet.  In order to create the internal form, we need to have the budget finalized.
 
I read and sign the proposal and then our Office sequentially drops it off for signatures at the offices of the PI, chair, dean, academic VP, and (if over $100,000) the business VP.  We have not yet gone to electronic internal reviews as there are various individuals who allow others to sign for them in their absence.  People, so far, prefer the system of putting the proposal, sign-off sheet, and guidelines in a red accordian pleated folder.  The folder notifies them that this is from our office and has a deadline.
 
We do all parts of the electronic submission but do not mail out paper copies.
 
Note that in very few cases do we receive an almost completed proposal 2 weeks prior to the deadline. 
 
Although our office facilitates routing to the extent that we can, we have occasionally had proposals not make it because a dean had too many questions.  Yes, there is a sign-on process, but not all have followed those procedures or included enough detail to prevent last minute questions.  Janet

Hello, all,
I have some questions that have arisen lately because of our sponsored programs office's policy of requiring five working days to process proposals.
 
1. How many days of lead time prior to an agency deadline do you require to process a proposal?
2. Do you have a written policy? [If you have such a policy, is it on your Web site?... I have searched several research office Web pages and do not find any policies of this nature.]

1. What do you do if a PI fails to submit a proposal to your office in a timely manner:
 
2. Have you ever failed to submit a proposal because your office did not have the stated time for processing?
 
3. If yes, how many?
 
Thanks for any responses. I will create a table for distribution (# of days, policy, Web site for policy, etc.)
