Yes, FastLane Helpdesk has informed me that all the NSF web sites are down.  This was about 15 minutes ago.  They said to try FastLane again in about an hour.  Helpdesk provided me with a phone number for the CCLI Program Manager, who may have a contingency plan, but the phone number was incorrect.  All the Program Managers should be aware that all the NSF web sites are inoperable.
