Diane,
Unless otherwise specified in the contract or grant documents, the university owns the equipment.  The award was made to the university. 
 
In my experiences within the State University System in Florida, I offer the following thoughts:
 
In some very rare instances, especially when the subject equipment is very specifically dedicated to a faculty member's ongoing research program, was purchased with contract and grant funding with the sponsor agency intent of promulgating that faculty member's program -and- when the subject equipment would be of little use to the university once that faculty member moves, we have made arrangements to transfer title of that equipment to the new employing university.  Usually costs of moving the equipment must be borne by the new employing university. 
 
We have also, on rare occasions, sold such contract/grant-acquired equipment to the new employing university at fair market value.
 
In your case, your own internal funds purchased the equipment...so I would think long and hard about transferring title to another institution.  In my mind, there would be few justifications to permit one university "giving" its own assets to another.

Hello;
We are beginning to offer internal research initiation funds for faculty to
purchase materials, equipment etc. conduct pilot research projects.  A
question has arisen pertaining to the owner of the material/equipment.  If
the purchase is not a consumable and the researcher leaves the University,
whose property is it.  I am interested in knowing what policies have been
