Colleagues,
We have a USDA-NIFA grant in its 1st NCE. Current end date is 8/31/20. When COVID-19 hit, my PD realized she could not perform research with her students this summer due to the remote work/online class requirements in place for
our school. We submitted a request for a 2nd NCE. I missed the fact that the most recent face sheet, issuing the first NCE says the following:
7. When this award expires on 8/31/2020, it will have run for the full 5-year period, the maximum time currently permitted under
Federal statute for this program. The recipient must complete the project as proposed and obligate all funds awarded by this date.
No-cost extensions of time will not be possible.
8. Please be advised that due to the expiring Treasury authorization, all funds must be drawn down by August 25, 2020.
Our PO has requested a conference call “to discuss what to do with the remaining funds.”
I am a little bit familiar with the 5-year rule with federal funds that expire, but not 100% sure how it works. Is this truly set in stone? Are the agency’s hands tied in terms of re-appropriating? Is this also normal for USDA, in that
there are NO exceptions to this? Considering the end of this project has been messed up due to the pandemic, I was thinking a 2nd NCE should not be a problem, but I truly did not think about the 5-year thing.
I would appreciate any insight or advice. If there is something I should legitimately be pushing for, I would like to understand it better prior to scheduling the conference call.
