Hi Michael,  you are correct.  It’s the position at Wisconsin that these funds would be treated exactly like other similar funds received from the feds.

 

For example,  the University of Wisconsin reports financial aids to our Board of Regents.  The first half of the funds are clearly financial aid.

The second half is more like a sponsored program.  We are running it through our grants system.  Again, these are reported as “awards” to our Board.  Award reporting to our Board does not equal HERD reporting:   Awards are not the same as Expenses.

 

Financial Aids manages the first bucket of funding; sponsored programs the second bucket of funding.  

 

As for accounting, all of this follows normal accounting practices for student aid or other sponsored programs.  I doubt that much of the second bucket will be counted in the HERD at all.  If funds are not expended for R&D, they cannot be counted on the HERD survey.  I suppose it’s possible that we may have some educational research programs that could get some of the second bucket of funding.  If that happens, we’ll see it in the accounting and it would show up on the HERD survey.

How are you counting these awards?  They don’t seem like revenue that should be counted as extramural funding that you would report in your HERD survey, for example?

The GAN for the student aid portion of the award contains the standard documentation ED provides with all of its awards, with no additional documentation in terms of the reporting requirements. That said, the certification document outlines the following items that must be reported (as I instructed our folks):

 

Reports on the following items are due 30 days from the initial certification and every 45 days thereafter:

1) how grants were distributed to students,

2) the amount of each award given to students,

3) how each grant amount was calculated, and

4) instructions or directions given to the students regarding the grants.

 

I’ve heard—though I cannot remember from whom—that ED will issue more detailed reporting requirements and formats in the coming weeks. I would assume that will either be on the ED’s CARES Act webpage or in the Federal Register (or both).

 

As for the institutional aid portion of the award, we can glean the reporting requirements from those listed in the certification as well as those referenced in sec. 15011(b)(2) of the CARES Act (also referenced in the certification):

 

Required Reports: We must submit quarterly reports to the ED on the following items: 1) use of funds, including demonstrating such use was in accordance with the CARES Act, 2) account for the amount of reimbursements for different purposes (e.g., housing, food, or other services), and 3) describing internal controls in place to ensure funds were used for allowable purposes. Reports will be due within 10 days of the end of each calendar quarter (e.g., by Jul. 10, Oct. 10, Jan. 10, and Apr. 10).

 

Here's a copy of the text from sec. 15011(b)(2) of the CARES Act, which covers the timing and general requirements for reporting on the use of funds; it’s not specific to federal agency nor does it get into the weeds, but I think it’s a good starting point for planning reports, and frankly, it brings to mind the reports we were required to submit under ARRA:

 

(2) Not later than 10 days after the end of each calendar quarter, each covered recipient shall submit to the agency and the Committee a report that contains—

(A) the total amount of large covered funds received from the agency;

(B) the amount of large covered funds received that were expended or obligated for each project or activity;

(C) a detailed list of all projects or activities for which large covered funds were expended or obligated, including—

(i) the name of the project or activity;

(ii) a description of the project or activity; and

(iii) the estimated number of jobs created or retained by the project or activity, where applicable; and

(D) detailed information on any level of subcontracts or subgrants awarded by the covered recipient or its subcontractors or subgrantees, to include the data elements required to comply with the Federal Funding Accountability and Transparency Act of 2006 (31 U.S.C. 6101 note) allowing aggregate reporting on awards below $50,000 or to individuals, as prescribed by the Director of the Office of Management and Budget.
