Hello All,

I am writing with a question about budget periods on NIH grants. Historically I’ve always been under the impression that money from future budget years cannot be used to cover overruns in prior years during the project period of performance (i.e. year 3 funds cannot be used to cover a year 2 overrun). This was regardless of the type of project (i.e. expanded authority or not).

However, after doing some digging in the NIH Grants Policy Statement and the Code of Federal Regulations, I can’t find any policy that explicitly states that anywhere. I’m wondering how other institutions handle situations like these when they arise. Do you allow for negative carryforward between budget periods on a grant? Can anyone point to an NIH policy that disallows a negative carryforward between budget years, as long as the budget years are part of the same project period?

The only explicit thing I could find related to this question was in the NIH Grants Policy Statement, which talked about disallowing cost transfers between competitive segments to cover an overrun.

Transfers of costs from one project to another or from one competitive segment to the next solely to cover cost overruns are not allowable (emphasis mine).
