Subject: Merging Pre-Award and Post-Award Offices

Hi-

I'm looking for feedback from anyone who has experienced the merger of a
"pre-award" and "post- award" office.

Here at the University of Arkansas at Little Rock the Grants Accounting
office is going to be moved under the umbrella of the Office of Research
and Sponsored Programs.  Historically ORSP and Grants Accounting have been
discrete units with different reporting lines and minimal internal
communication.  We think that this restructuring will streamline and
improve service and communication to the faculty.

While we have the support of the upper administration to do this, we know
that there will be many bumps in the road, both people-wise and
process-wise. We are just not sure what they will all be.

 There are 4 FTE in ORSP (where all of pre-award, and some post-award is
handled) and 3 FTE (another to be added) in Grants Accounting.  Last year
UALR had about $21 million in external funding. We have about 400 faculty
members.  I'd be happy to hear from anyone at a university that roughly
shares our profile and has been through this process.

Subject: American Cancer Society practice site

The American Cancer Society (ACS) has made its electronic
grant application process available for practice at
www.foundationcommons.org between now and January 7, 2000.
After that date, the true application process begins for
the March 2000 American Cancer Society submission
deadline. American Cancer Society, the nation's largest
private, not-for-profit source of funds for scientists
studying cancer, awarded more than $84 million in 1997-98.

T. J. Koerner, Ph.D., Director of Research Information
Management at the American Cancer Society, especially
invites research administrators to test and practice ACS'
electronic grant application process and provide feedback.
Your input will help ACS as it moves toward a complete
electronic submission, review, and notification program.

The practice period will allow Sponsored Programs
personnel to familiarize themselves with the procedures
of Foundation Commons and American Cancer Society as
well as to train researchers as deadlines approach.
Participants can register, download an application, work
on the application offline, and then submit the "test"
application to the American Cancer Society. Research
administrators may register as themselves or as a
researcher in their organization. When the application
is submitted, the American Cancer Society will send an
email confirmation and ask for feedback. Practice
submissions can be repeated as often as necessary.
Administrators may test the system itself or enlist
researchers to give their feedback. Sample application
material can be cut-and-pasted or converted to PDF to
get a real sense of the process. All applications
received through this test period will be purged from
the database after January 7. As always, standard
procedure requires signed approval from the institution
before Foundation Commons sponsors can consider any
grant application.

To participate in the practice period, go to
www.foundationcommons.org, click on the American Cancer
Society logo, click on the "Begin" button and follow
the instructions given. Technical assistance is
available through the web site.

American Cancer Society was the founding member of the
Consortium developing Foundation Commons, designed as a
common site for foundation grant applications. Cystic
Fibrosis Foundation joined soon thereafter and recently
was joined by Alzheimer's Association and Juvenile
Diabetes Foundation. The site is administered by
Research and Management Systems, Inc. (RAMS).

University of New York:

Director of Sponsored Funds Accounting

The Research Foundation of SUNY at the University at Albany invites
applications for the position of Director of Sponsored Funds Accounting.
The Research Foundation of SUNY is a private, nonprofit educational
corporation that administers contracts and grants on behalf of SUNY.
Established in 1951, the Research Foundation facilitates research,
education, and public service at 30 state-operated SUNY locations.  The
Office of Sponsored Funds Accounting at the University at Albany is
responsible for the post-award financial administration of over $45 million
annually in revenue and expenditures for research and training activities.

Reporting to the Assistant University Controller, the Director of Sponsored
Funds Accounting has the responsibility for the post-award financial
administration of grants and contracts received by the Research Foundation
of SUNY at the University at Albany.  This individual will take a lead role
in developing and implementing University policies regarding the
administration of sponsored fund projects.  The Director will directly
supervise five full-time staff, as well as temporary employees and student
assistants.

The Director will have a high level of interaction with research project
directors, Research Foundation central office staff, project sponsors, as
well as various administrators throughout the campus.  Responsibilities
include insuring proper establishment of accounts, timely and accurate
completion of transactions, billings, collections, payments, and reports,
development and maintenance of cost accounting methodologies, and overall
compliance with mandates of project sponsors and other external regulatory
entities.  The Director is expected to serve as a subject matter expert in
the areas of research funding rules and regulations for the campus.  The
Director will also play an active role in the implementation of new
integrated administrative computing systems by the University and Research
Foundation.

Qualifications:  The successful candidate will have strong analytic and
written and verbal communication skills, as well as the ability to manage
and prioritize multiple assignments and insure the efficient and effective
use of resources and technology.  A Bachelor's degree in Business
Administration or Accounting is required. A Masters degree and/or CPA is
preferred.  Must have a minimum of five years management experience,
including experience with grants and contracts.  Experience in higher
education and developing and implementing automated financial systems
preferred.  Knowledge of rules and regulations related to federal and other
grants a plus.
