 I know of no such regulations. In fact, we just received an NIH award
 with a foreign subcontract. Indirect costs were awarded on the first
 $25,000.

Is anyone aware of any regulations which would prevent an institution from
claiming F&A on the first $25,000 of a foreign consortium agreement or
subcontract?  I know that it is not allowable for the foreign institution
to receive F&A, but what about the prime?  Our rate agreement just states
that we exclude "the portion of each subaward in excess of $25,000".
