While we are on this question this morning, how do
institutions protect their IRB community members from the
liability potential when something goes wrong ... or someone
sues saying that something went wrong?

In New York State, the Public Officers Law covers State employees as well as volunteers, sued in any civil action for acts occurring in the course of their State duties.
