Jim, it sounds as if the two professors regard themselves more as independent
contractors than members of the faculty.  I would recommend to the president
that s/he meet with the two faculty along with you, their dean, and their dept
chair to address concerns about control, support, and protection.

During the conversation, someone should make it clear that the grant is to the
university, not to these individuals; that the signed proposal commits both the
university and the two faculty to this, this, and that; and that if they want
to deviate from the path charted in the proposal, they need to negotiate with
(first) the university admin and (second) with the grantor.  The conversation
should also make it clear that these folks are not, in fact, independent
contractors.

It's not clear from your post whether or not the match is an issue.  If it is,
you should all be guided by what the proposal says.  If the two faculty
proposed that they would contribute their research time, they're stuck with it.
 If the admin committed to contributing a quarter-time sec'y, you're stuck with
that.

Sounds like a fun meeting to me.
