Those faculty who best meet the institution's definitions of "productivity"
and "quality" -- and who do not get caught in a political wringer! -- get
the largest raises.

Under A-21,  you may not charge to federal sources "bonuses" or any other
salary augmentation which does not become part of the base salary.  Also,
schemes that increase base salary at one point and decrease it at a later
one are looked at with extreme suspicion, and had @#$% well be across the
board and based on fiscal stringency, or the auditor will have a heyday!

If individuals get bonuses from "off budget" sources (e.g., a med school's
private practice plan) the auditor does not see it  -- but that gets very
political very fast!!!
