Our Payroll Office does pay our fellows; however, when we prepare their
fellowship award letter, we state that no services are required as a
result of the award.  Payroll keeps this letter on file.  They are not
employees, but rather a student receiving their fellowship on a monthly
basis.  The fellowships that I deal with are funds that were donated to
the University to award to students.

For post-docs, we do consider them employees.  They are exempt staff and
are entitled to all of the same University benefits as an employee.  The
only difference is that they are usually working at the University for
no more than 3 years.  If we want them to stay longer, we have to bring
them in under another position title, i.e.  Research Engineer,
Technician, etc. A position title that the University uses for permanent
employees.
