The only affliation of this type that our institution has (I believe) is one where we "house" grants to a state educational organization.  The reasons we got into the circumstances is because one of our deans is affiliated with the organization (I think treasurer), and it is associated with the state.  As a result, there was considerable pressure to provide administrative services.  Our official policy is that faculty, staff can submit proposals/receive grants.  Students must petition the provost to be PI.  Outsiders can be appointed adjunct if a department wants to take responsibility for them.
