Aside from the rules in the PHS 398 instructions, there are a few other
reasons to not cram a lot of small text onto a page.  Peter mentioned one:
reviewers responding poorly to applicants taking unfair advantage.

Another is READABILITY.  Readability is a function of both the ease of
focusing and the quality of the writing.  I hypothesize that researchers
who need to use Franklin Gothic Condensed 10.83 point (not to mention
omitting spaces between paragraphs and abusing margins) in order to meet
the 25 page limit are NOT the best writers.

User friendly (if not elegant) English is not only an excellent tool to
engender interest, convey passion, and prove a point...it makes for happy
and wide awake reviewers, especially those from California taking the late
flight into DC.
