I am curious about the rules at other institutions concerning contact with
private foundations (i.e. NOT organizations/public charities) by individual
researchers seeking extramural support.

Is clearance required prior to any contact?

What are the key factors considered?

Who decides whether contact is permissible?

How much time does it take for a decision to be made?

Do your sponsored projects and development offices share a database of
existing funding?
