VCU has no institution-wide, organized, reserve for disallowances.

Institution policy is that the department in which the project was operated
is responsible for disallowances.  We have few, and most of them are small,
resulting from small errors.  Should we have a really big one, there'd be
central action of some sort, resolved on a case-by-case basis.
