I agree that the SRO authorization provides good assurance of institutional
authorization. However, the signed cert pages are currently the only way to
verify authorization for subawards. If you've submitted a proposal through
FASTLANE with subcontracts, or been a subcontract, you know that the lead
p.i. can enter the budgets, current and pending support, and facilities
descriptions for the subawards, and submit the proposal to the SRO without
the subaward institution necessarily being aware of the proposal. (At that
point our two offices are likely to be in frantic communication!) I'd like
to see FASTLANE include an electronic checkoff from the subcontracting
institutions, but in the meantime, the requirement for signed budgets and
certifications forces p.i.s to involve both sponsored projects offices.

Regarding the 5-day receipt for signed certifications, I'd feel more
comfortable using regular or priority mail if  this were a 5-day postmark
requirement!
