My rationale for charging, would be that this is a special circumstance.
They are not paying the full negotiated indirect rate, and as such, some
special allowances should be made.  There are provisions for special
circumstances, and I believe a case can be made that this is one.  Where
there is room to negotiate, I like to take advantage of it.
I'd be interested to hear what others have to say.
