At VCU I have added the following to the certifications made on our
internal routing sheet for proposals, which is signed by chair and dean
(often by a reviewing specialist who has been assigned the job):

"Personnel costs are correctly estimated."

This is done partly because we do not have the personnel to check such
date, and also because the physicians in the School of Medicine have total
salaries that include earnings from the clinical practice corporation, and
that information is SECRET!!! to the extent that only the Dean of Medicine
has the information.

We hope to adopt a total ERA packagfe that will, once our experts have
written the interface, tap our Human Resources database as part of the
budget development module.  No idea how that will impace the physicians!
