I oversaw a DARPA C contract for installing a seismic array in Germany.
Included dozens of seismometers, fiber optics, SUN workstations, satellite
links, software, the whole bit.
Yes, you need the export license.  Luckily a lot of our work was
subcontracted and the subcontractor handled the license part.  I think
this was facilitated by DARPA (its been a few years).  Software, or
modules within the software can be a real problem.  Also tagging for
inventory purposes.  It was a real horrorshow putting tags on everything
before it was shipped out the door.
I would think some business development office at the state level would
provide assistance.
