At UAH the Office of Research Administration signs on "position create"
forms if the position is to be funded by contract/grant funds. The
information we provide is: if the position was proposed, if there is a
reasonable amount of salary dollars in the indicated account (understanding
that the position will most likely be funded from multiple accounts) and if
there is a reasonable period of performance extending beyond the hire date.
(For example, we wouldn't approve creating a position on an account with
$1,000 salary funds ending next month.)

On the other side of the coin, we have repeatedly requested to be added to
the employee check-out form to be signed by us  if the departing employee
is a P.I. This way we could notify the department (which should already
know) if this person has any over-run accounts or past due reports. No luck
yet.

Does anyone out there in a central sponsored programs office get involved
in approvals of paperwork to advertise and or hire personnel?  If so, why?
So far, all I can think of is allowability as a direct cost on a sponsored
project.  Anything else?
