Peter,

A variety of federal laws and regulations may apply in one
way or another to ownership and other rights in data.
Applicability may depend on whether the data are
copyrightable.

If you're interested in the basic rule on data rights under
federal grants, look at OMB Circular A-110, Section .36.
A-110 is not technically a regulation, but it has been adopted
by most federal agencies in the form of a regulation, e.g. 45
CFR Part 74 (DHHS version of A-110)
