 GRANTS AND CONTRACTS MANAGER

Overview: The HRCA Research and Training Institute is the research arm of the
 Hebrew
Rehabilitation Center for Aged (HRCA) in Boston, an internationally acclaimed,
 non-profit,
non-sectarian, academic, 725-bed chronic care hospital, which is the home of the
 Harvard Medical
School Fellowship Program in Geriatrics.  The Institute is primarily funded
 through grants and
contracts from DHHS, with significant funding from NIA and HCFA, as well as from
 foundations and
benefactors.  Its two research Co-Directors hold endowed chairs.  Its research
 program is growing
rapidly from its current base in excess of $5 million, and requires a bright,
 flexible, knowledgeable
research administrator who enjoys working independently in a fast-paced
 environment with an
aggressive 3-5 year expansion plan.

The Grants and Contracts Manager performs a wide variety of duties to manage
 Research and
Training Institute sponsored program funds, working under the general direction
 of the Institute#s
Managing Director, and serves as a resource to Institute management concerning
 federal and
foundation requirements regarding grants and contracts, both at the preparation
 and implementation
stages.

Roles and Responsibilities
Implements and Maintains reporting, forecasting and control systems and
 procedures to ensure the
integrity of grant and contract activities and the efficiency of the work flow
 within the Institute within
scope of authority. Includes the reconciliation of accounts with Fiscal
 Services.

Manages the work of a research fund accountant who will process the grant and
 contract budgets,
process invoices for payment, and track invoices and payments for all funds.

Will establish and maintain an encumbrance system; and reconcile monthly
 according to schedule.

Approves purchases and includes purchase requisitions as part of encumbrance
 system.

Works directly with principal investigators to develop project budgets, plan
 budget period
expenditures and reconcile accounts paid and receivables.

Processes personnel time and effort reports, monitors personnel efforts,
 reallocates staff time to
different funding sources where appropriate and in line with planned allocation
 and work schedules.
Adjusts Institute budgets and personnel time commitments to account for salary
 increase, new grants
or contracts, expiring grants or personnel changes, working within established
 parameters and
consulting with senior Institute staff as necessary.

Prepares preliminary Institute budget projections for operations and capital
 expenditures working with
Managing Director, including 3-year forecasting.

Maintains schedule, following up as necessary, with senior Institute
 administrative staff to ensure
timely processing of grant and contract applications' preparation of renewals
 and other submissions.
Prepares contracts and subcontracts. Insures that contracts/subcontracts are
 issued and executed
on a timely basis.

Reviews terms and conditions of awards to insure the interests of the Center.

Works with the prime contract holder on budget and other funding issues.

Monitors payments to subcontractors. Works with subcontractors on budget and
 other funding
issues.

Works closely with Managing Director, Fiscal, and Information Services in
 installing, implementing,
testing, and using a new comprehensive grants management system, pre- and
 post-award.

Serves as a key member of Center#s electronic research administration committee.

Supervisory Responsibilities:
Research Fund Accountant (to be hired)
Senior Secretary

Qualifications:
Bachelor's degree with minimum of 5 years comparable research administration
 experience.

Technical proficiency in grants and contracts administration, including
 fundamentals of pre-award
administration and federal regulations, with knowledge of post-award.

Experience with Windows 95, WordPerfect, and Excel.

Experience with a relational database preferred (currently using Microsoft
 Access).
