I have to respectfully (very, very respectfully) disagree with Jim
Brett's assessment of grant writers' capabilities regarding
proposals he classifies as "scholarship/research." While most grant
writers will not be able to verify the accuracy of a mathematician's
formulae, they will be able make suggestions regarding the logic of
the argument, the readability of the narrative, the elimination of
verbosity and the use of jargon. To do so will require a time
commitment that the PI may not be willing to give. But as competitive
as the grant world is, every little bit helps--especially that
proposal that's on the bubble.

I think it is important to get a grant writer who is properly trained
in technical writing to perform these services. The description Dr.
Brett offered seemed to indicate that grant writers were either P.R.
people or highly trained clerical staff.  This is not necessarily the
case.
