At William & Mary, in Arts & Sciences only a chair's signature
is required except if cost sharing is requested.  In our Schools of
Business, Education, and Law, there are no "chairs" and therefore the
deans must sign.  (Our school of Marine Science operates its own
grants office).  As far as I know deans do not get involved at all in
no-cost extensions or rebudgeting.  Deans are notified if their
school receives and award but that is about it.  We have found that
this system works rather nicely.  FYI, we generate about $12 million
that we handle in our office.
