PHILOSOPHY:</fontfamily><fontfamily><param>Times</param>

violence is a top priority of USAF-FAP.  To
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>accomplish this task,
programs have been implemented by USAF-FAP to help
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>families build strengths
and resiliencies, and to intervene and treat
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>family violence where
required.  These efforts are based on the premise
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>that programs which
contribute to increased family well-being by preventing
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>or treating family
violence have a direct effect on the quality of life in
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>USAF communities and
make a significant contribution to USAF mission
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>readiness.</fontfamily><fontf=
amily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>An important component
of family violence prevention and treatment efforts
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>is the documentation of
program effectiveness.  Two fundamental indicators
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>of family violence
program efficacy are reduction in frequency and in
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>severity of family
violence.</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>The two purposes of the
project described in this announcement are to
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>develop a family
violence severity measure, and to develop a method of

</fontfamily><fontfamily><param>Bookman</param>determining rates of
family violence in USAF communities.  These will be

rates of family violence and to determine changes in

frequency and severity over

extensively involved in the development of community-based

</fontfamily><fontfamily><param>Bookman</param>programs to meet the
needs of families.  Through its Children, Youth, and
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>Families At Risk (CYFAR)
Initiative, CSREES is collaborating with other
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>organizations nationwide
to support development and implementation of
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>programs to serve
children, youth and families in at-risk settings.  A
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>major focus of  the
CYFAR Initiative is a commitment to programs such as
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>those administered by
USAF-FAP which focus on helping families build
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>strengths and
resiliencies.</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>PROJECT
TASKS:</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>1.   Develop an
objective family violence severity measure that can be used=20
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>by USAF-FAP field staff,
 clinicians, and others in family violence
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>substantiation and
treatment efforts.</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>The measure currently
used by USAF-FAP to assess family violence severity
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>is a grid consisting of
seven 5-category indicators.  Each indicator taps
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>one of seven dimensions
of family violence: child physical abuse, child
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>sexual abuse, child
neglect, child emotional abuse, spouse physical abuse,
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>spouse sexual abuse, and
spouse emotional abuse.   The five categories
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>range from none
(abuse/maltreatment not substantiated) through mild,
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>moderate, and severe
abuse/maltreatment, to death (the most severe level).=20
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>Categories are defined
by the severity of injuries received and level of
</fontfamily><fontfamily><param>Times</param>

</fontfamily><fontfamily><param>Bookman</param>treatment

accuracy and consistency of this measure is not
