At the beginning of each university fiscal year UNH encumbers a full
year of salary for each status grant-funded employee.  This involves use
of "suspense" (placeholder) accounts and a great deal of time-consuming
redistributing of charges after the fact.

There's been a lot of dissatisfaction with this process for years, and
we're about to undertake a project with the payroll office to explore
different ways of paying/charging grant-funded folks.  We'll probably
also tie in investigation of better time & effort reporting systems.

Can list members give me an idea of how grant-funded employees are paid
at your institutions; what offices are involved; whether/how the pay
system is linked to T&E reporting; and if you're happy with the present
process?  If you don't know yourself, could you give me a contact
