Applicability of the Service Contract Act of 1965 Wendy Beaver 14 Jun 1996 16:45 EST

 Is anyone aware of a specific exclusion to the Service Contract Act of
 1965 for educational institutions?

 Our State Archaeologist Office (part of The University of Iowa) wants
 to respond to a solicitation by the U.S. Fish and Wildlife Service
 which deems the Service Contract Act applicable for non-professional
 employees.  In this case the bulk of work would be conducted by
 part-time employees, whose wages do not meet the level posed by the
 Dept. of Labor for the applicable classification.

 I seem to recall from a seminar held at NCURA governing FARs (1992)
 that this Act does not apply to universities, but have not in my
 cursory review of the Act itself found such an exemption.

 Comments, anyone?
