The best thing to do is try it yourself.  Here's the URL for the GPO's
page to access the Federal Register.  It's a superb service. With Adobe
Acrobat, you can print out any page and get better quality with a laser
printer than if you duplicated the hard copy on an office copier.
There's also good old ASCII. It has a good search engine with the
previous full year and current year available. You can save articles and
send them electronically.

There's one problem.  The URL below offers access to the table of
contents, and GPO puts the new TOC up every day.  So if you miss a day or
more, there's no way to scan previous contents.  In a university setting
where we tend to look for a spectrum of agency announcements that can be
a headache.  I previously subscribed to Counterpoint's CD-ROM and loved
it for its archival uses.  In my current job, the Web page is more than
enough.
